Following regulations from the State Tobacco Monopoly Administration, including the "Electronic Cigarette Management Measures," "Regulations on Import and Export Trade and Foreign Economic and Technical Cooperation of Electronic Cigarettes," and "Guidelines for Promoting the Construction of Quality Assurance Systems for Export Electronic Cigarettes," exported electronic cigarette products must conform to the legal, regulatory, and standard requirements of the destination country or region.

Recently, the State Tobacco Monopoly Administration has issued a "Notice on Risk Warning for Electronic Cigarette Product Export Business," which particularly alerts the U.S. Customs and Border Protection (CBP) having released import clearance requirements for electronic cigarettes on January 17, 2024, January 29, 2024, and February 15, 2024. These requirements explicitly state that, in addition to providing basic information such as the manufacturer, importer, product name, quantity, flavor, and nicotine-related details on the customs declaration form, a Tobacco Application Traceability Number (STN) must also be included. The STN is assigned by the FDA after the submission of a Premarket Tobacco Application (PMTA). Products that have not yet submitted a PMTA application risk being unable to clear customs and may not enter the U.S. market as expected.
